The APWA-NC Public Works Institute (PWI) is a comprehensive, chapter-wide leadership development program designed to prepare first-line supervisors, emerging leaders, and mid-career public works professionals across North Carolina for increased responsibility and success. Delivered through four three-day modules over the course of a fiscal year, the program provides hands-on training in supervisory practices, communication, government fundamentals, asset management, and public works operations.
Created to fill a gap in statewide professional development opportunities, the PWI supports APWA-NC’s mission to advance the public works profession through targeted education and training. Participants benefit not only from a robust curriculum and capstone project but also from valuable networking opportunities with peers and industry leaders across the state. By combining practical knowledge with leadership development, the PWI equips graduates to enhance organizational performance and serve their communities more effectively.
The program delivers 90 hours of instruction across four three-day modules held during a single fiscal year. Each module rotates to a different region of the state to ensure statewide accessibility and exposure.
The curriculum includes:
- Supervisory and management techniques
- Leadership and communication skills
- Government fundamentals
- Public works finance and budgeting
- Legal and risk management considerations
- Asset management and public works operations
The program culminates in a capstone project, which participants present during the final module and subsequently may share at APWA-NC Division conferences.
Class size is intentionally limited to 30 participants to promote meaningful engagement, high- quality instruction, and the development of lasting professional relationships.
